«4E» was founded in 2007 by 4 MBA students and soon became a leading government procurement (purchasing) consulting company in Russia.

Russian Federation is one of the most developed country in government procurement processes. All purchases are public and transparent, and most of them are based on web-based online-auctions.

In 2008, «4E» extended into investment company and co-founded «Rostehnosoyuz» (RUS) and «Dostoyaniye» construction company (RUS). Both companies specialize in services and works for government departments.

In 2009 we started offering government procurement consulting services for international customers.

CEO of «4E» is Dmitriy Surkov.

«4E» is a member of Association of Business Cooperation «Volga» (Hong Kong, Samara).
